House Bill 1605 (HB 1605) aims to ensure districts provide high-quality instructional materials through substantial updates to the Instructional Materials Review & Approval Process (IMRA) and establishing new sources of funding for districts to provide SBOE-approved instructional materials, including open education resources (OER).

New High-Quality Instructional Materials
Texas House Bill 1605 includes substantial updates to the Instructional Materials Review & Approval (IMRA) process to ensure all instructional materials:
- are fully aligned to the TEKS,
- feature a learning design that supports all learners, and
- include robust implementation support for teachers.
Instructional materials approved by the State Board of Education (SBOE) through the updated IMRA process allow districts to access new funding sources to provide the materials to their teachers and students.
New District Funding
Texas House Bill 1605 also establishes new funding for schools and Local Education Agencies (LEAs) to provide high-quality instructional materials, including:
- $40 per student if adopting instructional materials approved through the updated IMRA process
- Additional $20 per student for the printing of SBOE-approved OER instructional materials
The following breakdown includes the 2024-2025 Instructional Materials & Technology Allotment (IMTA) and the new funding established by Texas House Bill 1605 (HB 1605).

Districts can access the IMTA and HB 1605 funding by selecting new instructional materials approved by the SBOE that are now available.
